Pothole Patrol™
Paving Iowa’s Future
Restoring Roads, Empowering Workers, and Strengthening Local Economies
by Sondra Wilson. Updated July 25, 2025.
🚧 Abstract
This proposal outlines a statewide initiative to restore Iowa’s deteriorating roadways through the Civilian Restoration Corps (CRC). Road Repairers™ will train and deploy Iowans to repair potholes, resurface highways, and upgrade rural infrastructure. The program will partner with local construction crews, expand workforce development, and ensure that roads are built to last—using repairable equipment aligned with Iowa’s Right to Repair Act. The initiative will reduce transportation costs, improve safety, and generate over $1.5 billion in economic impact over 20 years.
🛣️ Introduction
Iowa’s roads are in urgent need of repair. According to the American Society of Civil Engineers, over 20% of Iowa’s public roads are in poor condition, costing drivers an average of $336 annually in vehicle repairs (ASCE, 2021). Road Repairers™ will address this crisis by:
-
Training CRC participants in road construction and maintenance
-
Partnering with local contractors to expand operations
-
Using repairable, open-source equipment under the Right to Repair Act
-
Prioritizing rural and underserved communities
This initiative will improve safety, reduce wear-and-tear on vehicles, and stimulate local economies.
🧰 Right to Repair Integration
Modern roadwork equipment often includes proprietary software and locked diagnostics. Iowa’s Right to Repair Act mandates that:
-
All mechanical equipment must include a manual override
-
Repair steps must be standardized and accessible
-
Tools and parts must be available to all—not just certified dealers
-
Schematics must be visually friendly and freely distributed
-
Planned obsolescence must be regulated and clearly labeled
Road Repairers™ will use equipment that complies with these standards, ensuring that crews can maintain and repair their tools without corporate interference.
🏗️ Implementation Strategy
Through the CRC, Road Repairers™ will:
-
Recruit and train Iowans in asphalt repair, concrete pouring, and grading
-
Provide CRC Vouchers for tools, meals, and supplies from Iowa businesses
-
Partner with Team #2: FarmHire™ to restore rural access roads
-
Coordinate with Team #5: Apartment Improvers™ to improve sidewalks and curbs
-
Work with accessibility advocates to install ADA-compliant crosswalks and ramps
All work will be supervised by licensed professionals, with mentorships leading to certification and long-term employment.
📈 Economic Impact Statement
Road Repairers™ is projected to:
-
Create 2,500+ skilled jobs by 2028
-
Save Iowa drivers over $100 million annually in vehicle repair costs
-
Reduce accident rates and emergency response delays
-
Generate over $1.5 billion in cumulative economic impact by 2045
These estimates include direct spending on labor, materials, and fuel savings, as well as indirect benefits such as increased tourism and business access (U.S. Department of Transportation, 2020).
🧠 Counterarguments & Responses
Counterargument 1: Road repairs are already handled by state crews. Response: CRC expands capacity, especially in rural areas where repairs are delayed. Local contractors benefit from CRC labor and funding.
Counterargument 2: Repairable equipment may lack advanced features. Response: Open-source designs are customizable and upgradeable. Crews gain autonomy and reduce downtime.
Counterargument 3: Training takes too long. Response: CRC mentorships are structured for rapid skill-building, with certifications available within months.
🌟 Broader Impact
Road Repairers™ will:
-
Improve safety and reduce travel costs
-
Empower workers with trade skills and repair rights
-
Stimulate local economies through CRC Vouchers
-
Enhance accessibility for disabled Iowans
-
Reduce emissions by improving traffic flow and reducing detours
✅ Conclusion
Road Repairers™ is more than a construction team—it’s a movement to rebuild Iowa’s infrastructure with dignity, transparency, and community pride. By integrating the Right to Repair Act and CRC workforce development, Iowa can pave the way for a safer, more sustainable future.
